Massive testing is already occurring. States are fronting the costs, as we spoke of earlier due to the previous bill congress has passed that expired. We are also doing much more testing than others around the globe.
Remember that former VP Biden called the president "xenophobic" for halting travel to china (a move to slow the spread of COVID) in which he later admitted that the president did the right thing.
What former VP Biden should have done was lay out his COVID plan now, so that the American people can have an idea on how is potential administration would handle such a pandemic.
