I don't think so. The amended form 10 is just to add clarification for the SEC in response to the comments. The SEC doesn't want an original Form 10, then make all the comments and say we will just attached the comment letters to the original. They will want to have a final form with the changes. So I hope this is in response to the SEC comments for clarification and the last step to filing the S1. But who knows.
