I don't think the issue is the influence of a 25 person trial, I think the leverage is that Mexico could approve before the US and capture whatever available leronlimab inventory exists at that time. Trump and the FDA would not look good in that case.

I find the notion that an email relating to a life saving / nation saving drug was lost in an Inbox folder for over a month, and that no one thought to ask where it was, or for it to be resent, to be highly improbable.

Even more improbable is the notion that it was a complete coincidence that Dr.NP enthusiastic Proactive appearance was not related to his announcement that lawyers from both parties would be on the phone a couple of hours later.

I am actually weary of doing any more postmortem on this subject, but it is clear to me that Mexico wanted at least a verbal confirmation that the drug proved efficacious in the context of a completed trial. And on that basis, they wanted to move forward. After all, I doubt CytoDyn made any promises that they would get the drug before the US -- so there was no reason to rush.

It is unfortunate that this small trial was not started back in June. If it had, we'd have considerably more leverage to force the FDA to do the right thing.
