Mexico was something else entirely; as far as he knew it was moving along, was looking forward to the call to discuss the MOU they'd sent, and then at the call it sounds like the Mexicans screwed up, never got the MOU, and were "shocked" to learn he'd sent it (and probably embarrassed). They're working on it right now. I thought NP was very kind in his description of the whole event...
