The USN requirements for contracted out AAR - due to the lack of adequate USN tanker assets and the ongoing USAF legacy fleet recapitalization debacle that will persist for at least the next 25 years - is laid out in the 2020 MAC solicitation.
There is also no way the USAF can afford - in terms of $ or time - to replace all the legacy Cold War fleet of KC-135s and KC-10s with DoD owned assets - hence the direction from SecAF on the further study on part contractorization.
For your information, contractor owned aircraft can be used for war missions if fitted with the requisite defensive aids suite and crewed by uniformed reservists - that is exactly what the Royal Air Force does and is one of the several options being studied by the USAF - including for the dual method tankers used by USN / USMC aircraft. The largest element of cost is in aircraft acquisition followed by through-life support.
