I don't disagree with you but in good project management there's a strategic path with specific steps and work that have specific dates and risk mitigation. Best case, worst case, most likely is project management 101. If this, then that, so you can speak to the strategic plan and explain variance if the risk materialize to anyone with an interest. I think Cydy needs a good planner and overall Project Manager with minimally weekly management updates especially when something impacts scope, schedule, cost.
I worked for the Gov and I generally multiplied the schedule by 5 for bureaucratic hoops.
