I think the increase to AS is precautionary with a high probability that some of it will be accessed. Note that dilution is based on outstanding shares, not authorized shares. So the increase of AS to 800M is a potential to dilute, not actual dilution.
The PR about the PDUFA date is confusing. FDA told NP that they may give a PDUFA date as early as July 10, 2020? What's the point of that? Why not just give the date when the date is known? Its already public knowledge that the FDA has 6 months to set a PDUFA date for priority review cases.
I think the FDA has set the PFUFA date for July 10 and this date is subject to change depending there being no issues arising from the BLA review and/or no outside factors; i.e., CYDY's date gets bumped because review of another drug is deemed to take priority.
Timing for the vote to increase AS seems right to me. There will need to be an immediate need to spend money after a favorable outcome on July 10. The amount of new shares needing to be issued may be limited or zero if the SP is in double digits from good news about COVID-19.
I still think the FDA is going to screw CYDY somehow.
