He desperately wants the economy to be back up and running ASAP. He's heard stories of people having taken hydro for malaria being immune to COVID-19. So he's pushing for everyone to take hydro as a preventative measure. I think it was during his update yesterday or the day before wherein he said he might take hydro. He thinks everyone being on hydro will mean the shelther-in-place orders can go away.
He's such a bad person. Couple that with his inability to absorb information and see the consequences of acting on them more than one step out explains why he's doing such a horrible job at managing this crisis.
To be clear to all the trump cultists here, I am not blaming him for the crisis. I am saying his management of this crisis is disappointing.
