Agreed - but see the part in my most recent post about bureaucracies being notoriously and unavoidably inept at quickly reaching logical big picture decisions with quickly changing circumstances...

Either way, this has gotten to the president now, and I suspect that it will play out the way you describe due in some part to a more authoritarian presence (for better or worse) influencing the bureaucracy.
