I think that the video was just posted on 1/3/20, but was shot much earlier, maybe in Oct or Sept.
The common facility building looks to be only 4 stories and 3 stories (north and south). This was the status several months back. Current pictures show north at 5 stories and south at 4 stories working on the 5th.
Also the flooding around the site is consistent with other videos/pictures from the Sept time frame.
