CLIN DESCRIPTIONS [what would be covered under the MAC]
CLIN 0001 – For use when performing stand-up capabilities in accordance with (IAW) the PWS to support the United States Navy (USN) Interim Flight Clearance (IFC) process for issuance of the contractor’s Air-to-Air
refueling (AAR) aircraft, refueling system, and capability to refuel F/A-18A-F and EA-18G receiver aircraft.
CLIN 0002 – For use when performing services IAW the PWS for flight minutes during the initial ordering period (See Section H).
CLIN 0003 – For use when performing stand-up capabilities IAW the PWS, to support the USN IFC process and capability to refuel the USN/USMC receiver aircraft AV-8B, MV-22B, F-35B/C, and E-2D platforms.
CLIN 0004 and Option CLIN 1001 – For use when performing services IAW the PWS for flight minutes during the initial and optional ordering period (See Section H).
This CLIN shall include all Contractor proposed costs that are specific to the mission associated with this CLIN such as the costs for flying the aircraft, aircrews, support personnel, equipment, tools, materials, spare and
replacement parts and all other items, except as specified herein as Government Furnished Property (GFP) that are necessary to perform the services required in this PWS.
This CLIN shall also include costs to perform all calendar driven maintenance during the ordering periods, for CLIN 0004 and Option CLIN 1001, if exercised.
This CLIN will be competed amongst all awardees who possess a USN IFC on receiver aircraft identified at the Task Order level.
The Contractor shall propose its flight minute rate for CLIN 0004 and Option CLIN 1001. These rates will become a NTE for each ordering period, however, contractors may propose less than this rate during task order competitions.
CLIN 0005 and Option CLIN 1002 – For use when performing GFP Installation and Removal, as specified in PWS.
CLIN 0006 and Option CLIN 1003 – For use to capture cost reimbursable travel costs within the Continental United States (CONUS) or Outside the United States (OCONUS) locations identified in Appendix B of the PWS in
support of CLINs 0002, 0004 and Option CLIN 1001.
CLIN 0007 and Option CLIN 1004 – The Contractor shall provide technical and administrative data in accordance with Section C (applicable to all CLINs) and Contract Data Requirements List (CDRL), Exhibit A.
PERFORMANCE WORK STATEMENT (PWS)
The Contracted Air Services (CAS) program provides Contractor Owned Contractor Operated (COCO) aerial refueling aircraft to the Department of the Navy (DoN) Fleet and Test customers for Air-to-Air Refueling (AAR)
requirements.
Basing operational locations include multiple Continental United States (CONUS) detachment operations sites and foreign and remote operating bases Outside the Continental United States (OCONUS).
Other customers for CAS under this contract may include other Department of Defense (DoD) Agencies, Foreign Military Sales (FMS), and Government Contractors.
The Contractor shall provide COCO “Hose and Drogue” type AAR services to probe equipped receivers for receiver pilot initial qualifications, recurring pilot refresher readiness training and supporting fleet exercises.
The Contractor shall provide operational Test and Evaluation (T&E) support to evaluate aircraft new equipment installations and aircraft flight envelope investigations.
Additionally, the Contractor shall provide extended cross country and over water refueling services (“Drags”) for US, DoD and FMS aircraft movement as well as OCONUS Fleet Exercise refueling support.
