Yes, the reason why is that the larger the population of viruses or tumor cells the greater the chance of a mutation beneficial to the organism.
Also the faster the kill off the less chance a beneficial mutation will develop and survive competition against its rivals. With a fully functional immune system aiding the fight it's much less likely to occur.
