On the bright since, I suspect NP is the one, purposely delaying the binding agreement, as he mentioned other licensing are in progress, so that if good money flows in, he can find a way the exit the first deal, and sign back with them in better terms once approved. Or leave options open for BO, once approved. (All IMO)
So, this 1 month delay, might in fact be in our favor.
