I think we have to be pretty close because Doc would not have alerted Etrade about whatever is coming. I assume it was Doc that made them decide to require all purchases by phone. I don't think he alerted them of UNVC news to be released months out. Doc can't control the federal bureaucracy time line, but he had to feel he was close to getting the approvals, IMO.
