Note the precedent set with the workarounds that Omega used to circumvent what would otherwise be the normal FAA airworthiness requirements applicable to airliners and how the US Navy interpreted that for its oversight of the contract.

Also notice the additional certification hoops that Omega had to jump through after conversion of the former airliner to a tanker - which they would have to repeat if they ever decided to convert more ex-JAL DC-10s to KDC-10s to match the extant fuel off-load capacity of the $TMPS Tristar fleet.
This delay / complication doesn't apply to the $TMPS Tristar fleet as they are already tankers formerly operated and correctly maintained by the Royal Air Force - having been converted by the then UK Ministry of Defence appointed "Design Authority" Marshall's of Cambridge - now Marshall Aerospace & Defence Group.
