If you are interested about how this changes short sales, FINRA put out a notice because of people asking so much. Basically explaining what just happened with alps today. Also, this second trade wouldn't be allowed to be posted if not OTC. I'm not really sure why they post it sometimes with otc, but it helps to see how much is being sold.
