As they go through the material and uncover things day by day, various amounts of treasure will be found. Some days it might be 5 or 500 or they could come across a large group of 50,000.
And, yes, they will have to have a recovery permit to bring these coins to the surface. I don't have concerns over whether they will be able to get the recovery permit or not. That is only your concern - a concern that you have proclaimed for 5 years now even though Kyle was the only one to get a recovery permit from the state in 20 years. Your logic makes no sense.
