Convicted felon hedge_fun, as best I can tell from what you provided, he was referring to when treasure (some in the form of jewels) is found there will need to be a safe path of possession from the water to conservation to storage and/or eventually to a museum and they will have blockchain protected software to track it.
They are thinking and planning on finding treasure and mapping out how to handle that treasure once they have it.
