Now that it appears we have a strong possibility of non-dilutive financing moving forward, execution on the above items would make one think the SP will significantly appreciate with more general awareness.

Yes, if they can get past the TO (almost half way there), pay off the convertible note (or have cash for payments to avoid conversions), get to where they don't need dilution to fund operations (which we hit after the TO), clear out the remaining dilution, then the SP can finally appreciate as this milestones are hit. In the past, their milestones have coincided with fund-raising, which was needed to fund operations, but has put a lot of pressure on the shareprice, since it allows people to buy millions of dollars of shares off-market. I'm looking forward to a time when if you want in, you have to buy shares from the market. I noticed the TO closes before we should hear about the mono pivotal trial. That trial approval could be the first milestone. I assume we will hit the first patient injected in the TNBC trial before the TO closes, hoping for a PR Tuesday; imo we need the shareprice to stay above 40c for the TO to be successful, but I would love to see 50c+ before it closed for a strong finish. A couple other events before it closes could push it over 50c. My guess is everything above 75c will be converted, and a lot of the 75c warrants, which is the largest group with over 100M, and under 75c depending on expiration date. Remember a lot of these 75c warrants, people bought shares at 75c+ for half a warrant. So if you bought 4 shares at 75c, got 2 warrants at 75c, you exchange the 2 warrants + 80 cents for 3 shares. You got 7 shares for a total cost of $3.80 or 54c per share. So it is not like these guys are making out like bandits here.
Even 75c a share with one warrant, you buy 2 shares at 75c + 2 warrants, exchange the 2 warrants + 80c for 3 shares, you have 5 shares for $2.30 or 46c a share.
