Multiple offers would seem more likely to me. One would like to take the best offer that guarantees the acceleration through the approval process here and the EU.
Getting it to market asap is the ultimate goal and can be accelerated, achieved with the right international partner. Would think that process might already be completed and waiting for P3 to be approved.
