If the company successfully reaches a multi-billion dollar market cap they will have no trouble getting investors to vote to authorize more shares. No company wants to take the count to the last shares they're authorized, they always want some flexibility for future growth.
I believe much of the future is in the hands of other agencies, especially the ones that approve patents and drug development, and certainly those who say what substances are legal, or not. If we have patent approval and efficacy demonstrated in trials, I believe big Pharma will make offers, either for individual drug rights, or the entire company. If this occurs, it will be the offer that drives the price more than initial sales of a product that's just being established in the market. Until we know more about patent approval and product efficacy I don't think it's possible to say if we'll see billion dollar offers, or not.
