You don't need revenue per se, there are a lot of start up biotech companies without revenue on the Nasdaq, but there are other requirements.
Unfortunately, it's naive for the company to think that just because they get the share price above $5.00 with an RS on the OTC that they will get institutional investors.
As we all know, the OTC is not held in very high regard by institutional investors for the reasons most seasoned OTC traders/investors understand. They would need to uplist to a higher exchange to have a hope.
One other thing to think about, maybe a pipe dream, getting authorization to do an RS doesn't mean they have to do it.
For this company to do an RS in the OTC at their current level of development is nuts, unless they have something planned that we don't know about or have not anticipated. There are people that will short this stock into oblivion IMO.
