The plan is to get the sp over $5 so the stock is no longer a "penny stock" and more attractive to institutions, pension funds, etc. Can they buy stocks less than $5?

Do they?
The company would be foolish to cut it close. Who would and risk a big delay and another RS.
RS is poorly understood by many retail investors. Who could blame them. Most end in a disaster but that disaster was set in motion long before. Sometimes years before. It all starts with the reason why a RS.
Is it to stay listed?
Is it to secure better funding?
Is it to uplist?
If it is to uplist, you better have the goods. So many biotechs uplist way too soon. Now what? You are going to announce phase 1 results? Yawn. Then what?
With the SC revenues and the string of PR's I see coming. They have the goods. Market just doesn't know it yet. As Rory said, "soon, you will".
