As far as delay, all we know is that Rory says these things will happen simultaneously.
A reverse split needs to occur before the offering price is set unless the stock price rises above 1 dollar, Above 1 they theoretically could raise the funds with the remaining shares. Approx 20 million left of the AS. However, I find that unlikely, I think they will get the share price to where they want it, RS, then do the simultaneous offering and uplist.
So to your point, there definitely could be a couple week lag between RS and Uplist. However, I think they are ready for that and have a plan in place.

So the question is, what's the sweet spot? We know they are targeting above 5. I say, get to 2 or 3 and do a 1:5 but they may be thinking get to 1 and do a 1:10. He did a 1:10 with Telex if i'm not mistaken. That may just be the sweet spot...Plenty of room above 5 and leaves 20 million stock outstanding. My guess is somewhere between 5-10.
