You also have to put the videos someplace. MS Sharepoint, which is part of Office 365, could be a likely home and driving increased storage cost. Videos tend to be large and in SharePoint you can set how many version of something you want to keep. I know companies that that the versioning on documents to 100's. Would be silly to version 100 or 1000 videos, but some don't even know what and where the setting is. For record management, you might want to or have to keep at least all the final versions.
I think MS Dynamic assumes you already have MS Office 365 and it's an add on bundle. When I log into Office 365, I do see it on my list of apps.
A natural fit, very natural fit for interactive video is Powerpoint as you mentioned, so you might be right it's bundled into Office 365 and not a subset add-on or separate product. One thing for certain, it will be integrated into Office 365.
