Absolutely. PTOI isn't the only publicly traded scam out there. There are probably a hundred or two floating around, each with faithful and patient shareholders holding down the fort and praising the company despite the companies' constant failures. Many of them even have skeptics who point out the flaws. For those investors who are lucky enough to have skeptics bringing up the shortcomings of the scams and giving investors a badly needed viewpoint, those investors become irate at the skeptics, heap anathema on them and do what they can to suppress them. And as you've seen on PTOI and maybe a few others, sticking one's head in the sand doesn't magically turn a scam company into a great company.
