agree.. don't think it's an 'insurance co's' responsibility..
although the ins co's might offer discounts to those customers who do have it installed
auto makers/manufacturers would seem more likely the logical target.
imo.. & it being up to the consumer ordering it as a extra safety feature? probably'll boil down to purchasing the app online or @ & auto parts store
