How do you square that circle? Wouldn't a corrupt DOJ/FBI shield Strzok?
A corrupt DOJ would not have enforced a requirement that Sessions recuse himself from the investigation of the campaign he was involved in.
You assertion is baseless; it falls apart from the inconsistencies I've just cited.
