As for changing the culture... What is the "Youtube" demographic? One could spend hours perusing the Phuck the cops they're all pigs videos. Who are they made by, for whom, and what is their purpose? That's a discussion I'd like to have.
The violence in Chicago used to be contained and gang structure made containing the problem manageble. The gang composition and their diversity makes containment more complicated. CPD doesn't have the heart for it and that comes from the top. Mayor Immanuel is just the guy Chicago needs to illustrate the failed progressive agenda.
