So my personal takeaway from this is that if I'm interested in the IPIX pipeline I should go ahead and buy. There appears to be no solid way to predict another reset that would provide a buying opportunity (or buyers remorse for jumping the gun) so, absent new information, the trading analysis and short volume is largely irrelevant to decision making at this time.
