Minimum share price to uplist on the NYSE and Nasdaq is $4.
So what he is saying is either (a) we are not uplisting in the near future or (b) our stock price will be over $4 in the near future.
(a) sounds more plausible. He can't be that delusional to think (b) is a possibility.
(I'm more than happy to be proven wrong. Trust me.)
This is the transparency problem some have mentioned. He previously said the goal is to uplist in the near future. Did he announce a change in plans? Via a tweet?

We are not doing a reverse split in the near future, and haven’t even discussed it internally. We have told potential investors that a RS is not in the cards right now. We are focused on capitalizing subs to finance trials, seek to minimize $ambs parent cash needs $ambs
