They could have issued this pr after they actually made a decision whether they were doing the partnership or the IPO, or they could have issued it with other news- ( I think we will hear about an actual funding of some kind in the near future). But they decided to put this pr out now.
I believe is this is just another way they are trying to create more leverage with other potential investors/ partners. Now Gerald can openly discuss that they have a partner lined up for Elto when he is at these conferences and he's talking to other investors. It announces to the market that the Company is no longer left for dead, that other parties want to do business with them, that they are getting offers, and if you are interested in one of the assets, you need to act or you will lose out. Whether that's actually the case or not doesn't matter, but it helps create interest and competition.
