Come to think of it, PTOI even went through the trouble to ensure the RockTenn site was fully permitted and exempted. Here it is:

To move forward, PTOI merely has to bolt down a processor on Rocktenn's site, a site contributed by RockTenn free of charge, and process all that free plastic from RockTenn.
In fact going ahead with RockTenn would alleviate the problem from last year where Mr. Heddle was apparently shocked and confused to learn, after well over a year of dotting 't's and crossing eyes, that the perfect location he picked out for the PTOI processor joint venture with Mr. Curtis, just couldn't be permitted.
The trick to happiness and optimism is to take in CEO Mr. Heddle's story and enjoy it while not focusing on the holes in the plot.
