Well, it's certainly within the realm of possibility that the sponsors were talked to behind the scenes about how Big Pharma did not want this to pass, and how their donations would dry up if it did -- so the sponsors introduced it in a way guaranteed to fail. That way they could blame "Congress" for not passing it, to placate their voter base, while NOT getting the legislation through, to placate their big donors.
It's genius, in a very evil way.
