BooDog, as far as the right-to-try legislation, it was doomed by an attempt to rush it through without much in the way of hearings, using a special rule that required a 60% vote. A lot of people thought that the legislation was poorly worded and needed a lot of revision, yet the "sponsors" tried to rush it through in a manner that was guaranteed to make it NOT pass.
Now, why would anyone do that to their own bill?
Well, it's certainly within the realm of possibility that the sponsors were talked to behind the scenes about how Big Pharma did not want this to pass, and how their donations would dry up if it did -- so the sponsors introduced it in a way guaranteed to fail. That way they could blame "Congress" for not passing it, to placate their voter base, while NOT getting the legislation through, to placate their big donors.
It's genius, in a very evil way.
