Amendments to PPP Law - "Incinerators, not accelerated procedure. Lower the investment limit "
The Production Activities Committee has in principle adopted amendments to the Law "On Concessions and Public-Private Partnership", which opens the way for speeding up the procedures for the construction of hydropower plants and power plants worth over 100m euros. The deputies sought to reformulate some points to clarify the fact that this law does not include incinerators or peat turfs.
"Why is the power plant involved? This change that is required to be done has nothing to do with renewable energy, it is about burning energy, which on the other hand does not put a limit here, simply excluded and how much it will burn. The incinerators burn and have expressed the concern, but this will be clarified, this is totally unclear. "
MPs also demanded a 100-million-euro limit cut, which would accordingly stimulate more investment.
"Why exactly 100 and not 50 million? The frequency of requests to make great investments for me, I mean I would like to know: Is it great? So big is why not set the limit for example 50 million and 100 million, at a time that over 100 million investments generally have the impression that they are not so frequent that we say we save it. We can expect and not come 100 million, while for smaller values in this way we absorb or stimulate investments that are 40, 50 million. "
Due to these changes is the prolonged procedure for signing a concession contract, which according to the Ministry of Infrastructure and Energy has attracted many investors.
"Albania relies heavily on energy production in water resources. This has naturally reflected at very high costs which have occasioned the Albanian power system and finances in the state budget difficult. It is of great interest to foreign and Albanian investors to develop new generation capacities, but all of them step down and demotivated by very long procedures that last about 2 years, while countries in the region have accelerated procedures. "
