On Monday, the Parliamentary Commission on Productive Activities will start reviewing the draft law "On concessions and public-private partnership", which opens the way to accelerating the procedures for granting concessions to the HPPs. The draft law has been filed in the Parliament since November 2, but the start of discussions seems to have been over 3 months.
Meanwhile, referring to the changes it is envisaged that the construction and use of renewable energy sources with installed capacity over 2MW, which have investment worth over 100m euros, will be exempted from the current concession or public-private partnership procedures. According to the accompanying report, in this category can be specifically considered the construction of electricity generation capacities from hydropower plants or power plants, unlike the current legislation, which for HPPs with installed capacity over 2 MW required the implementation of award procedures with concession.
According to the report, the Albanian energy sector currently needs the construction of new generation facilities in order to increase energy production, but the current legal framework foresees extended procedures for the approval of the contract. Also, the document states that this exemption will enable the absorption of foreign and domestic strategic investment, as so far, many investors who have been interested in investing in the power sector have withdrawn after finding that our legal framework for concessions and PPPs take a long time longer than two years to finalize the concession contracts
