There are no laws on the books as you say. There are regulations (look up the difference) ever expanded after the Clean Water Act. EPA has expanded it's scope beyond the original intent to claim authority over all surface run off and enforces these laws beyond it's juristiction and intent. Your response to my post highlights your ignorance of the subject.
