The laws against Wetlands use/abuse are on the books. If the farmer didn't know the law he should have. If you don't believe in the science of ecology, that's another matter altogether.
If we had to re-staff the bureaucracy every 4 to 8 years, how would matters be better?
Should we re-staff the CIA, NSA and FBI with beginners every year?
