Notice the key words in his tweet. The ICO will not take care of the buyback. It's speculation ("should", "anticipate") at best. Funds being available for something means just that. They're available but not absolutely earmarked for it. Notice that a number or percentage is not given. And remember, the buyback program is not scheduled to begin until towards the end of the reconstruction period. That's currently projected to be August, 2019, unless something dramatic happens in the way of revenue.

Something else to keep in mind is that the share count will more than likely balloon. There's 8.5 billion shares (probably in addition to the 3 to 6 billion OS before this started) that are being reserved for the youth trading program on the ARC. So, the share count could probably go as high as 14 Billion before the share buyback begins at some point probably closer to the end, if not after, the end of the reconstruction. Now, "the majority" of those 8.5 billion are supposed to be retired at the end of the reconstruction, but we don't know what percentage.

Share Reduction Program
As we enter the 13th month of the reconstruction now may be a good time to give an update on the share reduction. ORG will continue to buy shares over the counter and place them in a “hold” in the ICB (Institutional Currency Bin), where no shares can be traded. This process can be seen broadcasted in the ARC a few times per week.
Just so you know a percentage of those shares will not be transferred to the ICB. After all, ORG is purchasing these shares over the counter. A percentage of the shares acquired will be held to make money from TPAC. For instance, SI is working with the youth groups of the various SEDA programs, i.e. the ITDs, youths, woman’s groups, etc. to trade within AFS. TPAC has been designated the penny stock AFS trainees will acquire first. Fifty-seven hundred students start their training by trading TPAC at the rate of 1.5 million shares each at .0001. This process will absorb 8,550,000,000 shares; the majority will be stored in the ICB. At the end of the Reconstruction, 24 months, the shares will be bought back based upon the value of the company so that it will not be overvalued or undervalued. The returned shares, at that time, will be deauthorized then destroyed.
These are all statements from TPAC. They have not been altered. This is not a bash on TPAC but it is important to realize that the anticipated growth of TPAC is measured in years and not days or months. Bill has come out with some good information of late and hopefully that will speed along the reconstruction process. I like, in particular, one of his recent tweets that AVIC is interested in meeting with him. That's what this company is about, aerospace. I don't know much about ICO's but if one of those directed toward aircraft parts will be developed, that's probably a move in the right direction as well with the way crypto-currencies are heading these days.
Remember, 8 billion shares bought back at a cost of .0001 would be $800,000. If you look at the funds that are specifically earmarked to buy back shares in the MRVB I think the last time I looked this December it was a little less than $30,000. It is accumulating extremely slow, sometimes only $200 per week. And the share price is going to have to remain in the low trips to be able to buy back those billions of shares. So this just means that patience will be needed. But having a realistic view of TPAC can help one not be over-optimistic or pessimistic about the short term gains or lack of movement. Bill is positioning TPAC for the future. TPAC will grow, but it will probably be just that...in the future.
However, it is nice to see the jump from .0001 to .0002.
