I just don't think you understand how public agencies think or act. I work with them for a living and under the best of circumstances it takes six months for them to approve anything. It's a chain of command issue. Everyone has to be on board with the project and trust me every director has his or her say. The testing process is long. That's why I initially scoffed at the 30 day pilot test because that is way too short for a public agency timeframe.
The sales cycle is usually very long, averaging about a year. They also love to tell you that your product is great but then put the entire project out for bid and then it becomes a bidding war. They spend the taxpayer's money and it's not always for the best product but usually for the cheapest. Unless you can prove without a shadow of a doubt that spending more money upfront will save tons of money down the road.
