I will be honest about the San Antonio sale. In the United States , the federal government as well as state and local governments generally enjoy sovereign immunity, also known as governmental immunity, from lawsuits. Local governments in most jurisdictions enjoy immunity from some forms of suit, particularly in torts and are not going have any huge verdicts levied against them for causing a first accident due to distracted driving.

Putting distracted driving apps in county, state and federal vehicles is morally and strategically the right thing to do, to not only protect it's property and lives of it's workers', but also the general public. You can be rest assured that after just a few severe injuries or deaths which can be traced back to distracted driving, juries will override the sovereign immunity and begin to levy millions against the county, state or federal entity.

And once a $5,000,000 liability claim is assessed, who do you think will be held accountable for not spending the $200,000 to outfit the vehicles which would have saved the taxpayers' millions in increased tax assessments? You got it, the Mayor of San Antonio.
