So - WHY does he consistently talk expansion and n

So - WHY does he consistently talk expansion and never deliver...if he knew financing was the issue...why didn't he try to raise money when the PPS was in the 20's ?

What is the strategy here ? What does he GAIN from promises that never come true ? Makes no sense to me
