They still think they can scare some weak-minded people into selling.
Also, as AlanC has pointed out, they are trying to minimize their carrying costs on their shorts by keeping the price as low as possible.
The problem (for them) is that some of the individual traders' gangs have changed size, as evidenced by the new and/or re-purposed identities that have started pumping, so they don't have as many people on their bashing side any more. The traders' gangs members who have changed sides are now part of the problem for those who have remained short.
