Prudent approach to the liquid market
The Ministry of Infrastructure and Energy in cooperation with the European Bank for Reconstruction and Development organized today a dialogue table with interest groups on competitive competitions for new solar energy capacities.
This table follows the memorandum signed between the parties aimed at promoting sustainable investment in solar power generation through an auction system in accordance with best international practices.
In his speech, Minister of Infrastructure and Energy, Mr. Damian Gjiknuri stated that solar energy is an extremely important source for Albania, due to the geographic position of the country and its exposure to solar radiation.
"Encouraging these investments becomes a necessity even from the fact that we are currently 100% dependent on water power. The new law on renewable energies and the government's national plan for the promotion of these resources is taking the first steps by laying the operational and legal platform to concretize the first investments, "said Gjiknuri.
In co-operation with the EBRD, he said, it is working to give 30 to 50 mega on the basis of auctions, approaching serious investors, but also getting affordable tariffs.
According to him, the development of renewable energies in Albania will contribute both to increasing the security of the country's energy supply through the use of all national resources and diversification, the creation of opportunities for the use of these resources for family use or for the needs of production and services, to meet all the obligations for reducing the gases, and a significant contribution to the overall developments such as employment growth and GDP.
According to Minister Gjiknuri, the challenge we face is how to turn this into a sustainable process. "Being able to be in a competitive market, but above all to have a liquid market that makes it possible to return the investment. This means that not every solar source can turn into a source of energy as long as in a regulated market as we are, they are paid by the final consumer. In our first step we chose to promote 50 mega in solar power which may be a little early but it is sufficient and stable in the tariffs we have in power today, "Gjiknuri underlined.
Focusing further on the further plan for the recovery of the power sector, Mr. Gjiknuri said that thanks to recovery soon will be created the opportunity for new potentials in solar energy.
"A balanced approach is needed because things that do not have balanced access often end up in inflation that makes it financially unstable. If there is no liquid market that will attract this energy, these can turn into a big problem as it has happened in other countries, "said Gjiknuri.
The Ministry of Infrastructure and Energy, in cooperation with other groups of interest, is committed to the creation of energy stock exchange in the Republic of Albania. (Albania Power Exchange) that will be the creation and functioning of an organized, open, transparent and competitive market. Bursa will create realistic opportunities for all energy producers to take advantage of the opportunities that this organization brings for participation not only in the national market but also in the regional market and beyond.
For the first time, support will be given in the form of a reward for the attainment of a certain price, as an addition to the reference price - CfD Contracts. The margin contract is foreseen for a variable reward, calculated as the difference between the price at which the renewable energy producer has been declared winner in the competitive process for granting the aid (the predetermined price) and the electricity market price (reference price). The Council of Ministers will approve the procedure for organizing a competitive auction procedure to give support to energy-saving producers.
Financial support for renewable energy producers will be provided up to the full self-explanation of the plant in accordance with the accounting rules and any previously received investment aid. The margin contract will have a maximum duration of 15 years.
