I think that yes, he's hinting at a potential partnership. And with the $75 million in financing sitting there on the shelf, he's also putting the potential partner on notice that they need to cough up or shut up. He's not going to take a rotten deal.
For several years we've seen various bashers in several of their identities writing garbage like "Leo, take a deal, any deal." They've been crying to him to accept a lowball deal as if he should walk into a big pharma with hat in hand, begging them to steal from him.
Not gonna happen. Leo has shown them -- we'll go it alone it we have to. Or, they can pay to play.
