This is why there is a settlement period of T+3, soon to be T+2 this week, to prevent this sort of thing. What you speak of is the very definition of FTD.
Please Google Regulation SHO to learn why there is no persistent, large, open naked short position (greater than the sum of the previous 3 days volume).
The only way for your theory to be true is for the FINRA/SEC to be manipulating the FTD data on IPIX. The level of mental gymnastics required to have such a conspiracy seem reasonable is mind blowing.
