Are you not paying attention? 'Fix' is not in the GOP vocabulary RE the ACA, 'repeal and replace' are.
The three Republicans who voted no were not the only ones scared to death. the Medicaid expansion was on the hit list and senators in the 'opioid epidemic' States in particular were kicking the can and hoping for a 'fix' down the road.
