It's not surprising to me that Mr. Heddle doesn't release any details about the current negotiations and the addressing of permits and zoning. Strangely, PTOI never seems to do two things at once, such as continuing to market the broken machine while the MOU negotiations are supposedly in the works. All of the 'deals' are conveniently spaced to keep only one in the air at any one time.
In reality, there's not much to discuss with permitting and zoning. Zoning needs to be 'industrial' and permits are either needed or not. If there's some heated debate on whether to fill out the permit application with a Helvetica font or with a Times New Roman font, I'm sure that could be hammered out within a couple of eight hour days. Rock-paper-scissors if nothing else.
So what exactly is the sticking point of these supposed negotiations?? I'm certain the real issue is that there are no negotiations.
