Is Mr. Heddle driven to release 'news' when $0.02

PTOI rallied on Mr. Heddle's press release, going from $0.02 to $0.06...at least as much as low volume counts as a rally. The weeks then stretched into months and as investors lost faith again and PTOI dropped to $0.02 in August 2016, Mr. Heddle announced the signing of an MOU with an anonymous partner. Once again, PTOI rallied from $0.02 to $0.06.
So with investors once again losing faith and PTOI dropping to $0.02 again, does that mean Mr. Heddle will try to re-energize investors with some new carrot/story within a week or two??
Volume is so de minimis that PTOI stock moves like a ouija board and the spread is so wide that it's a great way to lose a large percentage of each very tiny trade. However if Mr. Heddle cranks up the pump machine again, investors may get a higher price at the expense of other investors.
